Not an exact translation, but the general gist...
On June 13, 1884, at 9:30 AM, in the town hall, before me, Rasà Gerardo, a state official in official capacity, appeared
1) Filippo Bilancia, age 26, a tailor born in Spinolo and living in Viggiano, son of Raffaele Bilancia, living in Spinolo, and Gaetana D'Agosta, living in the same commune (Spinolo), and
2) Lucia DiRago, age 29, a seamstress born in Viggiano and living there, daughter of Francesco DiRago, living in Viggiano, and the deceased Apollonia Duna, who in life resided with him
who have asked me to join them in marriage [...]
Part of the legal ceremony of that time involved the official (Rasà Gerardo) verifying that the couple had the necessary documents and reading sections 130, 131 and 132 of the civil code to the couple.
A note at the bottom indicates that the witnesses and spouses did not sign the record because they did not know how to write.

Filippo Bilancia was born in Spinoso, not Spinolo
The word before "sarto" in Raffaele Bilancia's profession is "pure". Raffaele also was a tailor.
The surname is Di Rago (2 words), not DiRago, in Italian you cannot have a capital letter inside a word.

Thanks for the "Spinoso" correction; I should have verified the place name with Google before committing to it. And thanks for filling in the missing word!
As for blanks in names... the rule you noted is a handy one to know. The people who wrote the records weren't always purists about leaving a visible space after the "Di". Or, for that matter, whether or not to capitalize "Di".
