Information on obtaining an apostille from NYS should be obtained from the state department's website. They alone decide whether or not a document is too old for an apostille. Consulates are not the place to obtain this kind of information. They can tell you if they want long or short forms, but can't really answer if a NYS document is too old for an apostille. Best to search the state department's website online, or to telephone and ask.
