apostille for letters written by officials

Hi, I have a letter written explaining name discrepancies by a lawyer that works for Dept of Health. The state authentication office says I need it notarized or they cannot apostille. Does that mean I have to have her redo the letter? Obviously, you can't notarize without the person signing in front of the notary public.

Anyone else have this problem? I thought if it was an official employed by the state, the state would apostille. :?

Are you sure you need it apostilled? If you are presenting it in an Italian Consulate in the US, it is very likely that you don't need it to be apostilled.

I did get it apostilled. I needed it notarized first.
