Hi, I sent a letter to Piazza Armerina with the following address:
Comune di Piazza Armerina
Sevizi Demografici
Viale Generale Muscara 1
Piazza Armerina 94015
The letter came back with a red ink stamp stating: "Return to sender, insuficient address"
Can someone advise as to where I messed up on the address. LOL....I sent this Dec 23 2008 and I just received it back yesterday 03-19-2009.

It looks like you formatted the address in such a way that the post office thought it was domestic mail, not foreign mail, and tried to locate the recipient in US zip code 94015. It's not unusual for it to take so long for a misaddressed piece of mail to be returned by the USPS.
Assuming that you've got the correct address and cap code here's how it should be formatted:
Comune di Piazza Armerina
Sevizi Demografici
Viale Generale Muscara 1
94015 Piazza Armerina (EN)
ITALY
I'd do a new envelope and change the date of your request to a current date, then take it to a local post office. Have the local post office affix the postage and stamp the envelope as foreign mail.

I just replied to another post about this very thing. Not putting Italy on the envelope makes it undeliverable straight away (this I learned from working in the Post Office for several years).
