Try the following sites searching for:

"Ellis Island"
"Castle Garden"
Immigrants

http://memory.loc.gov/pp/mdbquery.html

http://digitalgallery.nypl.org/nypldigital/index.cfm

You'll might need to a bit of browsing for each set of results to find what you're looking for but I think these sites will help. Thumbnails can be enlarged and saved as jpegs.

There may be some photos that meet with your research objectives at
www.nyc.gov/html/records/html/taxphotos/home.shtml

There is another website that may complement Biff's contribution above at
the New York Public Library located in the Humanities division and Social Sciences library inthe Irma and Paul Milstein Division. Request Photographic Services & Permissions for historic NYC.

One that piqued my interest is the LOST NY: A Photographic Journey that documents the destriction of 19th century tenement and other buildings that coincide with Italian Immigration
