Record not where index says

Hi, I am looking for my great grandfather's birth record in Rome, Giulio Carlucci di Giuseppe

the Index says it is 28-E

But I looked under 28 in every letter and part and I cannot seem to find his record.

Am I doing something wrong?
TIP: When asking for records from Italy, do NOT ask for an "estratto." ALWAYS ask for a "copia integrale." A photocopy of the original Act will contain more information

the Birth record is in: 1898 year, register "E", #28 but no on line at this time, maybe nextly...
