Question about CITTADINANZE

Ok so I have three ancestors who arrived about 1870-1880 in to Bianco (RC).

I have no idea what year they arrived so I was told to research using Cittadinanze records. From what I understand they are (at this time period, now they are something different) records of immigrants to the comune.

so my two questions are:

1. Would a woman be listed in these records if she arrived as a widow?

2. Are the non-native residents only included in the Cittadinanze the year they arrive, or continually until their death?

I know CITTADINANZE in more recent times are records of Foreigners from other countries, but like I said at this time they were mostly non-native residents of the Comune who arrived from elsewhere.

Can anyone help?
