Could someone please help me with a translation of this certificate? I have copied it off a very old copy I have, so there may be some spelling errors-

I might be wrong but as far as I know a surname like Tsoardo doesn't exist. So this could be a typo.
I know that in Piedmont there is Isoardo and Isoardi.
