I'd really have to read the whole thing but it looks like it's a request for a declaration / statement from his municipality for the purpose of emigration.
All kinds of immigration laws began to be imposed to decrease the number of emigrants (particularly from certain areas)- so I'm sure that's why he requested this. It was probably to show that he didn't have a criminal history. It says "nulla" at the bottom which means "nothing".
The name looks like Mascio Stellanova, son of Giovanni and Maria Giovanna Corsi (deceased). Born 9 July 1871 (?) not sure about the '1' since I'm not familiar with how this scribe did his numbers.
He was born in Rivisondoli, which is in L'Aquila, Abruzzo.
I just checked and the LDS films for that town and they are available from 1809-1865.

Doc 1-On March 14, 1910, the Mayor of Rivisondoli asks the Tribunal of Sulmona to check their record if there is something regarding Mascio Stellanova, son of Giovanni and Maria Giovanna Corsi (deceased). Born 9 July 1875. Reason of teh request is emigration.
Doc 2.The answer is negative (March 18, 1910)
