notes in 1896 and 1897 marriage records

Please correct my transcription of these two marginal notes and the title of the registrar. I am having trouble understanding them.
Did the "Royal Attorney" confirm the birth record of the bride in this first one? What did he do exactly?

That's the first time that I see this kind of notations. I believe that they state that a notion about the marriage was added to the birth acts of the groom and of the bride and the Royal Attorney was notified about it.

The third image is:

In front of me Professor Enrico Fraccacreta, first deputy town councilor, sitting for the Mayor and for the other town councilors that cannot attend, civil record officer, appeared...
