Need help translating PASSPORT - THANKS!

This is a passport for Michele Lombardo, traveling from San Giovanni Gemini to New York, in the early 1900.
I know what the rest of the passport says, it's just this one page I need help with!

The passport was issued for NewYork and was valid for 3 years. Released for free (no charges) according to the Law dated an 31 1901, Art. 6.

What about the 1901 and 1906 dates? what is that about?

The passport was issued in Bivona on Sep 3 1906 free of charge, based on article #6 of the law of January 31 1901.
