This is not a birth record, although it does refer to the circumstances of the birth of Lucia Liberati. She was the daughter of unknown parents and had been exposed (abandoned) at the wheel in Teramo on Nov 11, 1851. Since she was a minor who had never been recognized by her natural parents, and was without legal representation, on Oct 22, 1871, her case went before the tribunal of Campli. She was to be married to Gaetano Gargano, the son of Vincenzo Gargano, age 22. He had been born in the town of Penne but had lived in Campli from infancy. I can't decipher everything in the record, but I see there is a reference to a family council. Normally a family council would convene to discuss the merits and shortcomings of the prospective spouse and give consent for the minor individual to marry. For her, since she was an abandoned minor, there was a council of guardianship which appears to have been comprised of two guardians and two consultants. I see that the council of guardianship for Liberati voted unanimously.

on page 30 of this book on googlebooks.com, It states that this council of guardianship was to give consent for matrimony to children who are not legally recognized and who don't have adoptive parents. This helps to clarify what your document is about
