I'm just needing help filling in some gaps, so that it makes sense:

Page 1: What is the first word of the sentence?

Page 2: There's a few gaps where I am not sure of the words.

Decision No 831 (19 May 1890): Postponed to another session, awaiting the outcome of a visit by delegation to Melfi. (Rimandato ad altra seduta in attesa esito visita per delegazione a Melfi.)

Decision 981 (21 May 1890): Abile .........​? in 1st Categoria come da ......? per delegazione a Melfi.

He was drowned????? by his brother (that can't be right)
Vincenzo born 20 January 1872
in the district .....? of Potenza.

E'stato annogato???? dal fratello
Vincenzo nato il 20? Gennaio 1872
nel distretto? .....? di Potenza ..

Also, what does it say in column No 17.

Thank you so much, Livio. I've spent ages on this document and just couldn't work out those words, but of course now that you have deciphered them, they are clearer to me.

I'm so pleased that it also includes Vincenzo, because I knew very little about him. Neither his birth or death records are available on line. I had a feeling that he had replaced his brother, who was a student at the time, so you have helped to confirm this. I'm tempted to now write and ask for Vincenzo's military service record in the hope that it will give more info about him.
