marriage act assistance, pls

i would appreciate help in understanding what is written as to why the marriage act is in the register Pt 1 then also in Parte 2. There are a number of marriage in this year that have two entries and similar language.

The mayor forgot to sign many records in Part 1. And since he died, there was a sentence of the court to accept their validity and therefore to transcribe them in Part 2.
