Locations near Porto Emperdocle?

I'm trying to find the birth record for the Constanino Eballi found in this record here: https://www.familysearch.org/ark:/61903/1:1:JJ8T-K3G

I've looked in Porto Emperdocle and the nearby Agrigento, he is not there . I checked all of 1894 for any Constaninos even and could not find him in Porto Emperdocle. What locations are nearby these two that I should check next?

In Sicily today, the surname is found only in the comuni of Porto Empedocle and Realmonte.

It doesn't appear to be in Realmonte between 1893-1895

Here is the possible birth/baptism of Leonardo Lumia, who is identified as Constantino's " good father" (godfather) on the WWI card.
Also born in Porto Empedocle.

It might be a good idea to write to the town to request Costantino's birth act.

TY. Any idea why Constantinos birth wouldn't be there? Could parents just refuse to register the child birth, did that ever happen?

Also wouldn't writing not do any good? The birth isn't there and it doesn't look like they missed scanning any.
