If you are so curious, you should check if there were other relatives (Grandparents, aunts, uncles) who had some of such names. It's possible that Ciro was given for devotion to St. Ciro, since it's written in its masculine version.

During Fascism, emigration was not allowed, in the sense that there were rules to follow, and a permission has to be granted by the authorities.
