Nel linguaggio corrente, "Ti amo sempre" può essere inteso nel senso di "Ti amo ancora"; come quando si dice, per esempio: "vai sempre al tuo paese?" intendendo dire "continui ad andare al tuo paese?"

I suppose noone tried to translate it because it is such a personal letter!
Anyway, it seems a good translation (I can not be so accurate, as I'm Italian speaking). Just for the words in the heart, he probably meant "I still love you".

According to what I hear, Italy seems to have a welfare state, with social benefits for most of people. But now, we are going across a deep crisis, and most of benefits are being cancelled.

No, there no fee for birth (or other "Stato Civile") records. There can only be some "secretary rights" (less than 1€). It's a baptismal certificate issued in 1849 for Francesco, son of Antonino (son of Giovanni) and Fortunata Parlato.
In 1814, there was no probably no recording of births in that area, so birth certificates were replaced by baptism certificates.
Date of birth seems to be October 10th.
