"Arpe" seems to be the most popular in Liguria, the region Genoa belongs to.
But it's just a guess.

Hello!
During Fascism, emigration was not allowed, in the sense that there were rules to follow, and a permission has to be granted by the authorities.
That act was one of the steps needed

I think you can translate, however,
"capodicasa" = "head of family"
"moglie" = "wife"
