It is difficult to say as each comune does their own thing so to speak. You should get a certified original document. What did they say in their email? You may want to send them a letter with a envelope per-addressed and posted and request a paper copy.

You do not need a second apostille for your NY documents. I don't know about the divorce requirements however I can say that with my marriage certificate (NYC) I translated the the 2 pages and sent it to NY for authentication and they sent it back with a single page translation of their own. Which consulate are you applying? I assume from your questions that you are not applying in NY but have documents that originate within NY's jurisdiction. If you haven't already done so I would suggest that you scan all of your documents and bring at least one set of copies to your appointment. If you don't have a scanner then make copies.

They check to make sure there are no outstanding warrants and that you are not wanted for any crimes that would necessitate denying you access to a passport.

Philly is also one of the consulates that will authenticate the documents while you wait if you bring them to the consulate.
