Contacting An Italian Town

Hi:

My grandparents (Mucci and Fusco) were born in San Marco di Cavoti. I would like to contact officials there to find actual birth dates, possible brothers and sister, etc. Can I email them in English? Do I need a translator so that I can pose my request in Italian? Any suggestions about contacting them.
