Does anyone know if the town of Locri, RC be considered part of the Town Grotteria in and about 1885 to 1910? What other towns would it have included?

Grotteria was an hamlet of Locri, today it is a municipality.
If you need to look for vital records, those are included in Locri's records.

What about Mammola..Is it also a hamlet of Locri or is this another office. I am unsure whether to write to Grotteria, Mammola or Locri, which is where my family is from. Also, I remember seeing a link about translating letters to Italy. Would someone mind posting it again, please. I am about to start sending away but don't know which office to use.

Here is information on the 3 towns that you mention above.
The Family History Center has microfilm for the town of Grotteria but it's limited. It goes from 1809-1860. Here is the link for the film numbers for
