Was Francesco Lorusso in the Italian Military?

Francesco Lorusso was born May 22, 1891 in Altamura, Bari, Italy to parents Michele Lorusso and Teresa Ninivaggi. His older brother Domenico and two younger brothers Vito and Evangelista, served in the Italian army during World War 1, with Vito and Domenico being wounded. I have found extensive military records for his three brothers, but nothing on him. It would seem that he was of age and therefore should have been in the military. He did marry Grazia Clemente in Altamura on October 7, 1916, right in the middle of WW1. His older brother Domenico had married in 1912 and Vito, who was discharged in 1917 after being wounded, married in 1918.

According to his marriage act in 1916, Francesco's father, Michele Lorusso was deceased.
Since his brothers were serving in the war, Francesco may have been "excused" from service because he was the sole provider for his mother...

Yes, Michele died in 1906. However, Francesco had an older married brother, Domenico, who could have supported their mother, but served in the military during WW1. Do you think they would have exempted the oldest non-married brother (which would have been Francesco) instead of just the oldest brother (perhaps because Domenico might have been living in his own household, away from his mother's household)?

There were a number of factors other than the outcome of the medical examination which would determine the male’s eligibility to serve. The following, under the law, constituted some instances of exemption from serving:
1. If the male was the son or brother of a soldier who had died in the war, then he was exempt from serving.
2. If he was the orphan of both parents and the first born
3. If he was a widower or was unmarried with children
4. If he was an enlistee with offspring
5. If he was the only brother of an unmarried disabled dependent.
6. If he was the third or later male or son of two brothers who had already completed military service
7. If he was directly responsible for the conduct of family business
8. If the male was the son or brother of a soldier who had died in the war, then he was exempt from serving.
9. If he was the orphan of both parents and the first born
10. If he was a widower or was unmarried with children
11. If he was an enlistee with offspring
12. If he was the only brother of an unmarried disabled dependent.
13. If he was the third or later male or son of two brothers who had already completed military service

I see descriptions of these lists, but no website to actually look them up. Is there one (for Altamura, Bari, Puglia, Italy)?
