After you receive his birth certificate, and you know all his datas, you can write another requestalways in Italian, to have his family record (estratto della scheda anagrafica), to see where he lives to:

in Ragusa province( all commons) I no found a Francesco Di Carlo but it are many people with same name in Sicily
