John Baptiste Marchi

I am trying to find birth records on John Baptiste Marchi. He was born in Riva, Austria on 15 Sept 1892. This area of Austria later became part of Italy. He later emigrated to the U.S. and married Elva House.

Does anyone know whether you can derive Italian citizenship by a person born in Austria (which later became part of Italy)?

How can I find a birth record if I cannot locate parent's names?

Any advise would be helpful.
