help with getting ID card and health insurance card

Hello
I am a citizen, but want to go there and get these items. I was planning on spending 3 months in one place for the police t5o come and check the address , then apply for the ID and health card. It looks like the questura will not accept anything less then a one year lease. Any ideas or suggestions> Thank you in advance.

You will require a minimum of a 1-year lease. Additionally, you will have to apply for residency at the comune, and during that process they will have a municipal officer from the Ufficio Anagrafe perform the check. They have 45 days from the date of the application to do the check, and it is unannounced.

Since you are a citizen, you just provide your passport, as you don’t need a permesso di soggiorno. Once that is done, you will apply at the same Anagrafe office for your Carta d'identità. You will need passport photos, your passport, codice fiscale, and your residency certificate.

For the Tessera Sanitaria, you apply at the Azienda Sanitaria Locale (ASL office). You will need your passport, proof of residency, etc. Keep in mind that in order to get a Tessera Sanitaria (health card), you need to show that you are a resident and contributing to the system. This is regardless of citizenship. They want to know that you are residing in that area.

If you are a citizen living abroad and are registered with AIRE, when you return to Italy you automatically get 90 days per year of emergency hospital care for free. You simply self-declare your AIRE status at the hospital to receive services at no cost. This is useful if you are visiting temporarily and then returning abroad.

ID cards will likely become less common in the future. If you are registered in AIRE, you can obtain your CIE from the Italian consulate. You make an appointment, go in, and they will take your photo. The card is printed in Italy and then shipped either to the consulate or to your registered address.
