Hello, you can start writing, only in italian, to get the birth record or certificate to:

Comune
Ufficio di Stato Civile

Italy

Also contact Lucca state archive, it should keep his military record and military draft card, write only in italian to:

as-lu@beniculturali.it

Hi, I just thought I'd add, if you don't speak Italian, you can use these form letters for birth/marriage certs.
