Need to translate unknown document

I just discovered this forum and hope someone can help me translate this document. It is not clear to me what type of document it is. I have a high-resolution scan in color if needed, but it is too big to post.

Looks like a judicial or criminal record (casellario giudiziario)
for Enrico Castani (or Castain) son of Emilio and deceased Lucia Oberson, born 1 November 1912 in Lausanne (?) Switzerland.

It may be a request to dismiss or nullify the record. Not sure of its purpose. Stamps look like they are from Paris and Roma.

Bottom stamp looks to be dated 14 November 1946, Marchese.

There are others here who will look at the document and offer insight and corrections. :-)

The record is for my husband's father, who emigrated to the U.S. in Feb 1947. We have other documents which have a stamp from a French translator (he left Europe from France), perhaps things he needed to get a US visa. I have no idea what he would have wanted dismissed or nullified. Are there any more details on the document? It looks like some kind of a standard form.

the document is called also "fedina penale" ( criminal record) if a man had penal sentences; abt your ancestor, nothing abt that, so honest man...
this document is request, also currently, in Italy, for to work...

The key point of the document is the word "NULLA" = NOTHING, this means that, in Italy, there are no criminal records or pending judgment against Enrico Castain. The document was required to issue a Passport.
