Meaning of lines?

[b] I was looking thru some ships manifests last night and noticed on one page that lines were going right thru like the first 6 people listed..what does that mean? Also some pages had NO names on the whole list and then, 'non-immagration' alien stamped on some names. What does all this mean? Thank you and have a great weekend:-)
