Over 25 million Italians have emigrated between 1861 and 1960 with a migration boom between 1871 and 1915 when over 13,5 million emigrants left the country for European and overseas destinations.

my ancestor was born and has emigrated before 1861? Can I still apply for citizenship?

Thank you, but according to the law, if the ancestor hadn't naturalized foreigner and died after 1861, no matter where he was living he was an Italian Citizen:
"Può capitare, poi, che l'ascendente dante causa, sia emigrato
dall'Italia antecedentemente alla costituzione dell'unità d'Italia, con
passaporto di uno Stato preunitario.
Tale circostanza può ritenersi non ostativa al riconoscimento della
cittadinanza italiana.
Tuttavia, è da sottolineare che i nati prima del 1861 ed emigrati in
uno Stato estero possono essere considerati cittadini italiani soltanto dal
momento in cui lo Stato preunitario di provenienza risulti entrato a far parte
del Regno d'Italia."
