Birth records in Italy are held by the local comune in which the birth occured. And, no, what you have will not be acceptable as proof of birth. You will ultimately need to get official copies of the birth record directly from the comune.
Their website is at http://www.comune.tramonti-di-sopra.pn.it/ in Italian, of course. Several sites offer a "letter builder" which will allow you to enter your specifics and then generate a letter to the comune in Italian. One such letter builder can be found at: http://www.italylink.com/vitalrecords/vitalrecords.cgi
Be forewarned, response from the comune may take anywhere from a few weeks to a few months.
