Looking for information about Pescerello family

Hi, my name is Fernanda and I am originally from Brazil.
My grand grand father, Angelo Pescerello, migrated from Italy to Brazil (I am not sure when).

He was born in Adria - Rovigo - Italy in 29 of January 1864.

My family has his military certificate however I was unable to find his birth certificate or baptism certificate. Also, I was unable to find his name in any ship passenger list.

In the start of his military record, I am able to read the following:

"N 8513 di matricola
Classe di leva 1865, 1ª Categoria.
Anno di nascita 1864."

which translates to:

"N 8513 serial
Class lever 1865, 1st Category.
Birth year 1864. "

Does anyone know what this serial number means?

I have looked at the italian heritage website however they are asking me to sign up and pay 9.99 Euros to search their database.

Would anyone recommend signing up?

Would you know where I could find more information about his birth certificate or baptism certificate?
