They look like the notary documents to permit a 15 year old to travel to America.

The first page:
March 8, 1918, Wilmington Delaware at the Italian consulate
Before G. Destefano, consular agent, the following persons appeared:
Donato Delfino, son of Giuseppe, age 25, from Ofena, province of Acquila and
Luciano Giovanni, son of Felice (deceased) age 32 from Buonalborgo, Benevento,
who testify to the identity and capacity of Stanislao Tabasso son of Policarpo, age 35

Second page - continues the text about Stanislao:

born and domiciled in the Comune of S. Elia a Pianisi Province of Campobasso, and currently resident of this city at 1912 W 9th St. who has requested to bring his nephew, Policargo Tabasso, age 15, son of Antonio (deceased) and of Maria Colavita (deceased) resident of S. Elia a Pianisi, Province of Campobasso who will be accompanied on his passage by an adult.

Third page:

(Basically) approved and signed, etc. March 8, 1918.

By the way, there is a typo in my prior message. Luciano is from Buonalbergo, not Buonalborgo.
