Can anyone make out the three lines of text inside the red frame?

Hi Carmine,

The declarant was excused by the official from actually presenting the baby because (not sure of the word that follows "a causa"), but he assured the official of the truth of the birth.

Usually the father was excused from an actual presentation of the infant to the official because of a long distance from the town hall, or because of the weather conditions.

I'm not 100% sure but I believe it says "a causa di umidità", "because of humidity (bad weather)"
