Why do people always post about needing census records, ship records, ellis island records etc? I don't need any of those?

I have been told that I will need a court order for birth certificates for my father and for death certificates for my grandmother. Does anyone have any information on where to start this process on my own? I would prefer not to go through a lawyer if possible.
