It is an accent mark. The surname is pronounced with a stress on th "i".

The first annotation on the right column states she married Giuliano Diciannove on 18 Nov 1900
Second Annotation: she died on 4 May 1960

I believe the original surname could be Suncin and the mother is Antonietta Trabuio, both surname is still found in the region, in particular in Taglio di Po (Rovigo)

The surname here is Riccardo. The father's given name is Francomagro (very rare). The mother is Maria La Grotta.

My 2 cents: The father is Francesco Moscarella, no middle name. The word Puppolo is underlined and this may signify that the clerk wrote Puppolo by mistake, underlining it means that it is erased.
