Lost Records rom FOIA

Anyone run into ths problem. Got aletter stating my grandfathers records are in the small % of lost or missing files...
What next help please, they will not issue a no record?

Do you know with reasonable certainty whether or not your grandfather actually naturalized?

If he did naturalize, do you know where he was most likely living (state/county) at the time and approximately when? If yes, there are almost certainly other places where his naturalization records can be obtained.
