A question about Canadian passports

I found a US passport application for my GF. My question, tho, is this...
There is a relative who lived in Canada. I am finding a possibility that he might have gone back to Italy to stay. He actually visited my mother's home in 1976 in Pennsylvania.

So, it would have been sometime after that year.

Does Canada have a passport system like the US? Will I be able to find his application and his wife's/children's on a web site somewhere?
