Getting a passport from the Chicago consulate

Getting a passport from the Chicago consulate

Mr. Carlo Bertazzi sent on 4/29 the request for authorization from Questura di Novara. It is 5/20 and we have no response yet. He said that after the legal 15 days of waiting, he can speed up the process. I am freaking out since we travel the first week in June and I am yet to hear anything positive.
Does anyone know what happens at the Questura of any comune? Can I call them perhaps or send a letter?

If you're not in Italy, your consulate has to be the go between when dealing with the municipal police department (Questura).
