I believe that the standardization of the "Atti di Stato Civile" began in 1866.

In 1866 City Halls were requested to keep records of births, deaths and marriages on blank registers where the officer had to handwrite the whole text and all necessary information. I'm not sure that all City Halls followed those new rules at the same time. In 1874 City Halls had to use pre-printed registers where standard sentences were already written and officers only had to fill in the blanks and add possible details.
