How anyone-- by chance-- contacted the Commune di Savoia di Lucania for an ancestor's birth certificate?

I am seeking intel on how long it takes to get a response, how much a certified birth certificate costs (euros + IRC, perhaps?), and the best method for initial contact (email okay?).

I've got a photocopy of my great-grandfather's baptismal certificate (b. 1889). Not sure if he's got an actual birth certificate, as Savoia di Lucania is a small town and family legend has it that births in the late 19th century were only registered through the church.
