Marriage certificate Please help as soon as possible having documents translated

requested my parents marriage certificate and I was sent two, one from the city and then one from the church. My question is this do I need to have both translated since the city document is more of a license I believe. Does state on it "Certificate of Marriage Registration" not valid after 60 days.

License from the State. It should have names and place of birth of bride and groom and names and place of birth of their parents.
