i would very much appreciate an understanding of this -- is this a recording of the birth of Carlo Giorgio Alberto Masica, born in tunis and the father is Luigi Mascia, age 39. i am not sure if the mother's name is listed.

am i understanding this? thanks for any clarifications and corrections,

It looks like he was born November 24, 1898 born in Tunisia on Bardo Street to the couple Luigi Mascia age 39, a Dean/Headmaster, and Adria Merolli. It looks like a foreign birth to me but others with a better understanding of that region of Italy and Italian can give you a full and proper translation.

On June 10th at 8:15am, in the city hall, ..., municipal official of the Comune of Ariano, received a letter of June 9th of the current year... (I think he basically received a letter ultimately from the Italian Consulate in Tunisia about the birth in Tunisia?) It looks like Luigi's wife is a director of the girls' school in Tunisia. Here is a clipping from the Bulletin of the Minister of Foreign Affairs of October 1895 mentioning her:
