I just received the Ruolo Matricolare of Francesco De Ciancio, class 1878, N. 3190.
He is the son of Alexandro and Maria Sessa. The left column is fairly easy to understand, the middle column seems to note declared deserter then later given amnesty. I can't quite make out the stamped sentence starting with solgato? at the very top of the center column.
Even though Francesco lives in the comune of Lattarico, Cosenza the military district seems to be in Bari (which may be far away?).
The third column lists some dates from 1898 to 1916. I'm not sure what these dates refer to. The 1878 probably refers to his birth, and the 1916 dates may refer to military district dates of decisions.
I would appreciate as complete a translation as possible. I know he is Contadino and can't leggere (read) or scrivere (write).
I have is Passenger List when he left Italy in 1901 to come to the United States and brought his wife and two daughters the following year. If he did not appear for his military duty then I would assume he would not have a military record beyond the matricola.
I leave July 4 for the family reunion and I would like to have this in English if possible. I hope you can read the matricola that I uploaded. Thanks for your help.

My understanding: Soldato di Leva 3rd Categoria Classe 1878 Distretto Cosenza
.... e lasciato in congedo illimitato li 29 July 1898 i.e. Conscript in 3rd Category Class 1878
Left on unlimited leave.......29 July 1898
