US Consulate in Italy

I've come across some Social Security Death records, like this one, issued in the US with last residence the US Consulate in Italy.

What does it mean?

I can't see it, but my guess (I found one of these cases in the past), is that the person went back to live in Italy, but he/she had still rights for assistance from USS.

Yes, it's something like this:

Name: Ferdinando xxxxxxx
Social Security Number: 072-20-xxxx
Birth Date: 15 Sep 1900
Issue Year: Before 1951
Issue State: New York
Last Residence: 700, (U.S. Consulate), Italy
Death Date: 4 Dec 2000

This man expatriated in 1955, and lost USA citizenship.
My guess is that he went back to Italy.

Okay. So it doesn't mean he lived or worked at the US Consulate in Italy?

I'd exclude that.
My opinion is that the Consulate was a reference for obtaining his actual residence, in case needed.
