I've been trying for months to work with my grandfather to get a copy of his long form birth certificate (He was born in NYC). However, his name was informally anglicized and the Department of Health is extremely strict about all names matching.
What we have received is a certified "No Record Found" document for his anglicized name issued by the Department of Health. Can this be used in lieu of a birth certificate, coupled with a baptismal certificate or census records? (he appears on the 1940 census).

There are alternatives if your ancestor was born in Italy and no birth record was found, but I'm sure for any ancestor born in the US, you will need documentation to connect the dots to you.
NY and NYC are separate entities, I suppose you already tried obtaining the record of birth of your Grandfather from the NYC Department of Health and not NY State?

I don't know if it's possible to have a birth certificate created if one does not exist, if the person is deceased? I would consult a Lawyer.

Yes, I tried to get his certificate from NYC which is how we got the "No Record Found" document. However, the consulate is pretty explicit that they need a long form birth certificate.

You can also try USCIS, but they are backlogged months due to Covid.
