Ariano Irpino birth act #445 Pietro Russo

I understand this is a late registration of the birth act. I am not sure about the date of Pietro's birth. Is it 9 Sep 1870 or is that the mother's date of birth? The mother Angela Maria Russo resides in Biserta,Tunisia. Is the birth in Tunisia?

I think I am also reading something about act of recognition by the mother....maybe...????

The mother Angela Maria Russo, living in Biserta (in 1905) , wrote a 'procura' to the declarant Gaetano Basile to act in her name in Italy.
They asked the Tribunale of Ariano to authorize the late registration of the birth and together the recognition of the child by the mother.
The birth had been in Ariano (address Rampa San Paolo) on 9 September 1870. The mother didn't say the name of the father. The child was named Pietro Russo.
