birth act help please

this record is from Ariano di Puglia 1921 births PII & the index only. the records were included in the 1915 birth acts in the previous version of antenati. they are no longer there, at least that i could find with the new upgrade.

Act #II.B.9 - 1921

i think it is an act of maternal recognition....Michelina Zottoli, daughter of Fedele, born in Orsara.

This is what I am unsure of
1. date of birth
2. did the birth take place while mother was jailed?
3. or did the recognition take place while the mother is/was jailed?
4, what else might i have missed

4, what else might i have missed The baby was named Antonio, Fedele, Luciano.
