I'm trying to locate a birth record for Carmela Rosa Koch, born to Vittorio Koch and Maria Moltedo on 8, July 1898 in Chiaia, Napoli. Any help would be appreciated. Grazie

You can write to Municipality 1 of the City of Naples:

asking for an "estratto di nascita con nominativi dei genitori"; you might even ask for an "estratto integrale dell'atto di nascita", i.e. a copy of the original record, but they won't probably allow it (unfortunately, law in on their side); however, it's worth a try. Remember to attach a copy of your passport. You must also say why you are requesting it; so, genealogical research is not held to be a good reason, you can say it's for a "richiesta di cittadinanza italiana"

Certificates of "stato civile", such as this, are for free.
If you need it sent home by ordinary mail, you might have to pay for it.
