Help Translating - Military Record - Bonetti

Could some help with the translation of the handwritten words in the middle of the page. If google translate was worked what I could make out from the stamped words above is he was listed as a deserter for not showing up, that would have made sense as he was in the US. From what we know, he didn't return to Italy until sometime in the 20's.

Yes, it says he was declared a deserter twice, but there were no consequences, as for the first time he was granted amnesty, and the second time it was not considered as a crime (possibly, after judgement?)
