Help with Marineo riveli

Hello,

Attached is a 1651 riveli for Marineo Sicily for Santoro Mastropaolo, age 27. What I don't understand is the first couple of lines. It lists his parents as dead but who are the parents?

Also, who is Filippa?

This is what I read, but I don't know if it makes sense:

"Revelo che Santo Mastro Paulo di q(ue)sta Terra di Marineo figlio delli q(uon)d(am) Clisenza et Andrea (ha) p(rese)ntata al S(o)p(raintenden)te D(on) Luiggi ventesima (?? - this is what I really don't understand) Com(misa)rio Gen(era)le in virtù di bando promulg(a)to at 6 Novembre 1651"

As to Filippa, I really don't know what that word may mean!
